Fair Funding? Fair Access?

Added on 27/05/2008

NUS hosted a seminar at Compass Conference 2008, Born Free and Equal entitled 'Higher Education - Fair Funding? Fair Access?'

Saturday, June 14, 2008. 11:15am - 12:30pm
Compass Conference 2008 - Born Free and Equal

The impact of top-up fees on higher education was discussed by the following speakers:

  • Bill Rammell MP, Higher Education Minister, robustly defended top-up fees explaining that we now had a mass higher education system and as a result of these increased numbers we needed to fund higher education differently.
  • Baroness Helena Kennedy QC, spoke out in favour of a system of graduate taxation that was truely progressive enabling those who earned the most to contribute a greater amount. She also spoke about the reduced diversity of the professions which she believed was a result of graduates with high levels of debt chosing to start work immediately instead of entering training.
  • Claire Callender, Professor of Higher Education, Birkbeck, presented some of her research on how the funding system has created new inequalities. Students with same financial background, history of achievement and studying the same the subject could end up with drastically different levels of student support dependending on their institution.
  • Wes Streeting, NUS President, talked about how we need to allow common sense and a love of education for its own sake to direct us towards building an HE funding system that is genuinely social democratic in character, and offers resistance to the tiresome presentation of yet another market-driven response.

    University, is it worth it?

In 2009 the Government are reviewing university fees for UK students. Some Universities are pushing for them to lift the cap and open the door to fees of £15,000 a year. Others are pushing for a review of the whole system.

Sheffield Union have brought together the best line-up of speakers outside London to debate the future of university funding:

  • Bill Rammell - the Labour Minister for Higher Education
  • Baroness Verma - a Conservative Shadow Higher Education Minister
  • Wes Streeting - NUS President-elect
  • Professor Keith Burnett - Vice Chancellor of the University of Sheffield
  • Professor Rick Trainor - Head of Universities UK (which speaks for all UK Universities)

The panel will be chaired by John O'Leary, the former editor of The Times Higher.

This is where to hear what the key players think about university funding and for students to let them know their views.

    Students in the community

In this the final term of the year we are asking you to lobby your local council to set up a scrutiny committee to investingate the contribution that students make to your local area.

A good relationship with your council can help you with many other issues such as studentification, crime, safety and welfare. The recognition of students as stakeholders in the community is an important legacy that you can leave your student union. By establishing a scrutiny panel you can contribute to the national agenda in a critical way, as committees can look at the impact that any increase in fees would have upon institutions and the area or investigate any other concerns that you have such as housing provision.

This activity may well get you brownie points with your institution too, so let them know what you're up to.

Good luck with your campaigning and let NUS know what response you get.

With some universities lobbying to increase the cap on top-up fees, it is vital that Bill Rammell hears your views on the future funding of higher education sector. The Minister for Higher Education attended Leeds University Union the turn out was excellent as the minister was confronted with the experiences of ordinary students. Debates such as this demonstrate that the future of the higher education is a question for society not one to be determined behind closed doors.
