| The introduction of variable fees and bursaries marks a significant step in the marketisation of UK higher education. For the market to work properly, however, students, their parents and other funders must be able to reach (and act upon) adequate judgments about the comparative quality of courses on offer. Commercial publishers already produce league tables that rank institutions or departments.
